The National Transport Commission, under the national development objectives in line with “Mahinda Chinthanaya”, and in ensuring the development and enhancing of the quality of services of Sri Lankan passenger transport sector, will be developing the Bastian Mawatha terminal as an Inter provincial passenger terminal, incorporating modern technology and facilities, together with an invited investor
 

Project

 
The Bastian Mawatha Bus Passenger Terminal project hopes to achieve several social and economic objectives:
Introduction of modern transport system to the country.
Reduction of environmental pollution.
Reduction of fuel consumption.
Optimization of average vehicle utilisation.
 
In meeting the above, the project focuses on fulfilling the requirements of its beneficiaries – passengers, operators and regulators.
 
Benefits
 
Benefits expected for the above mentioned beneficiaries of the Mawatha Bus Passenger Terminal project are as follows:
 
Passengers
 
Reduced travel time, improved safety, convenience (seat booking, passenger comfort, etc) and reliability of services.
   
Operators
  revenue optimization, improved facilities for bus crews and reduction of accidents.
   
Regulators
 
meet objectives such as improved overall efficiency of the terminal and bus operations, passenger safety, avoidance of unauthorized elements/activities within the terminal, attract passengers for public transport.
 
In developing the terminal it is proposed that;
 
No state funds will be utilized.
Private sector participation will be used with land leased up to 50 years.
The  NTC will obtain the terminal at no cost
The development will be mixed commercial conforming to UDA regulations and NTC requirements.
The development will be economically feasible, making it attractive to private sector investment.
The developer can rent/lease/ or sell free hold the units to users, while this land will remain on lease.
The Sri Lanka Railway should benefit indirectly, while the UDA should benefit directly, from the lease rent obtained for the land.
