(01)  What is an inter-provincial passenger service permit?
 

A License for passenger travel services originating at one province and ending at another province.

 
(02)  What are the policies regarding the inter-provincial passenger service?
 
National Transport, Commission Act No. 37 of 1991

(03) How is an inter-provincial passenger permit issued?
 

Taking into account current voids in the programme routes, it is carried through a tender process after advertising in the press.

 
(04) What types of bus service does NTC issue a Passenger Permit?
 

Normal bus services, seat allocated passenger bus services, air conditioned bus services, luxury bus services

 
(05) What are the features that should be available in the bus, in order to receive a permit for the inter-provincial routes?
 
 
(a) For Normal bus service
 
  Bus should be a 40 seater or more
 
(b) For seat allocated passenger bus  services*
 
  Bus should be a 40 seater or more
  Each seat should have a head rest
  Have adjustable seats
  Aisle seats should have handrests
  Windows should be shaded
  Comfortable seats whose back can be adjusted to 40 degree angle and situated at a height of 700mm off ground.
  To contain magazine holder at back of seat
  Space between two seats in a row to be 680 mm (26”) minimum and between 2 rows to be 300mm minimum.
  Seats should be numbered (tickets should be numbered accordingly)
  Storage area of not less than 1 square meter to keep passenger luggage.
  All side windows to be shaded, except the driver’s side windows
        * excluding standards in the motor traffic act
 
(c) For super luxury bus service
 
  Bus should be a 25 seater or more
  Should have hydraulic suspensions instead of bow suspensions
  Each seat should have a head rest
  Have adjustable seats
  Aisle seats should have handrests
  All side windows to be shaded, except the driver’s side windows
 
(06) On which days should I visit NTC on matters regarding an inter-provincial passenger permit?
 
On any day except weekends and public holidays
 
(07) How do you convert a private coach to an Omni bus?
 
Having submitted the coach to NTC assessment,
  Producing a letter through the Commissioner of Motor Traffic OR,
  if a bus to be used in the inter-provincial passenger service, you should produce the letter given by the relevant provincial transport authority indicating that the bus has been assessed.ns

It is compulsory that the bus’s vehicle registration certificate and photocopy be submitted as well.

 
(08) How do you substitute another bus for an inter-provincial passenger transport service permit holding bus?
 

Having bought a 40 or more seater under the name of the permit holder and converting it to an omnibus, submitting all relevant documents for the bus obtained from the NTC and all boards and stickers provided by the NTC which were placed on the previous bus.

 
(09) What documents do you need to extend an inter-provincial passenger service permit?
 
  Full cover unlimited insurance documentation
  Certificate of suitability
  Passenger service permit book
  Passenger service permit label
  Fees for service permit
 
(10) How do you renew an expired inter-provincial passenger service permit?
 
You should submit an appeal within 3 months of expiry of permit.
 
(11) When is an inter-provincial passenger service permit terminated?
 
  When the bus is not in service continuously
  Violations of conditions for inter-provincial passenger service permit
  Not renewing the inter-provincial passenger service permit in due time
Frequent breach of rules and regulations set up NTC

  Producing False documents
 
(12) What should I do when my inter-provincial passenger service permit terminated?
 
Submit the filled appeal form together with the letter from NTC indicating that the permit has been terminated, to the secretary of the Ministry of Transport, within 14 days. 
After which, you will be permitted to be in service till end of assessment.
 
(13) What should I do when my inter-provincial passenger service permit has been misplaced?
 

Together with a copy of complaint of misplacement of inter-provincial passenger service permit to the police, you should submit a letter of request to the director of operations and service monitoring.

Thereby, after 14 days of lodging complaint with the police, you will be given a copy.

What should be done when a bus with an inter-provincial passenger service permit has met with an accident?

 
You should inform of the situation to the NTC through a letter, after initial investigations have been carried out by the police.

If you are in a position to handover the passenger service permit to the NTC, please do so.
You should remove all boards and stickers that were affected or distorted by the accident, to the NTC.

 
(15) How should a bus with an inter-provincial passenger service permit be submitted for repairs?
 

Hand over a signed letter of request together with passenger service permit book and label. If any route name boards and labels need to be removed, please hand them over as well.

 
(16) What should be done in the event the holder of the inter-provincial passenger service permit cannot attend to matters in person?
 

Giving power of attorney to someone to work on your behalf.
If the power of attorney is cancelled, you should inform us through a signed letter.

 
(17) What should be done in the event the holder of the inter-provincial passenger service permit cannot attend to matters in person?
 

It is compulsory to register

 
(18) What should be done in the event the holder of the inter-provincial passenger service permit cannot attend to matters in person?
 
Yes. Details of new bus crew should be given to the NTC to be added to the database.
 
(19) What should be done in the event the holder of the inter-provincial passenger service permit cannot attend to matters in person?
 

The NTC should be informed through a letter.
The person who inherits property (heir) should act to formalize the ownership of the permit.

 
(20) What should be done in the event the holder of the inter-provincial passenger service permit cannot attend to matters in person?
 

Yes. It is compulsory.

 
(21) What should be done in the event the holder of the inter-provincial passenger service permit cannot attend to matters in person?
 
Recruitment, administration and management of crews are the permit holder’s responsibilities, and he is responsible for the actions of these personnel
