(01) Inquiries
 
Permit holder himself ; should appear for the inquiry
If the Permit holder cannot appear; any other person who is authorized by the permit holder, by a power of Attorney can appear on his behalf.
Others will not be entertained.
Flying Squad report issued should be produce at the inquiry.
  Should appear on the specific day given in the Flying Squad report.
   
1.1 Permit holder
 
The permit holder should inquire from the crew regarding the flying checks, daily and check the availability of the permit book and the label to ascertain that flying squads had not impounded them for any short coming or any offence.
A registered letter is sent to the owner of the bus (permit holder) to attend the inquiry. If he does not appear for the inquiry, the permit will be cancelled. This cancellation is not due to the seriousness of the offence, but it is due to the non appearance for the inquiry.
 
(02) Who should appear for the  Public Complaints
 
Permit holder (owner) or the person authorized by a Power of Attorney.0
Should appear on the specific date and the time, given in the letter.
Should produce the documents/ or persons requested for the inquiry by the Commission.
In cases the owner cannot appear for the inquiry on the date fixed, any other date can be obtained by informing the commission in advance.
 
(03) Who can be employed in Inter Provincial Bus Services
 
Only those drivers and conductors who have undergone the training, conducted by the NTC and obtained the registration and the identity card to that effect, can work in the Inter Provincial Buses.
This identity card should be worn whilst on duty in a manner, visible to commuters and the flying squad inspections.
 
(04) How  to obtain the identity card
 
Drivers and conductors employed in Inter Provincial buses should come to the NTC and apply for it.
A training course fee should be paid by the crew.
Dates of the training course will be notified to those who have paid, at a later date.
Everybody should participate for the training programme on the date given to them and the money will not be refunded under any circumstance to those who have not participated.  If anybody who had not attended the course wants to follow it again, full course fee should be paid.
Those who have passed the written examination after course, should apply to the NTC for the Identity Card, after 21 days.
Documents to be submitted by the driver, to the identity card: 
 
* The receipt obtained for the admission to the training programme.
* National Identity Card/passport.
* Valid driving license.
* The identity card earlier issued by the NTC.
* The medical certificate issued by the National Transport Medical Institute regarding the medical fitness to do the driving duty.
* (Should come ready for a photograph for the identity card)
Documents to be submitted by the Conductor
 
* The receipt obtained for the admission to the training programme.
* The identity card earlier issued by the NTC.
* National Identity Card/passport.
* (Should come ready for a photograph for the identity card)
If the identity card is lost the driver/conductor should Lodge an entry in the Police Station
 
(05) Uniforms
 
All employees employed in   Inter Province buses should wear uniform.
 
(06) Bus Standard Evaluation
 
6.1 Inspection Stages
 
When detailing a new bus.
Replacing a new bus, with an existing bus.
To ascertain the adherence to the standards in a bus which is already permitted.
6.2 Items Inspected
 
Noise levels of the bus/silencer/horn
Passenger seat standards
Unnecessary decorations and fixings
Preparation of the bus according to the conditions and standards.
 

If these requirements are not met, necessary adjustments should be made and submit it for another inspection, to get the certificate.

6.3 Documents to be submitted by the Conductor
 
If the destination blinds are damaged or beyond use, such blinds or pieces of such blinds should be returned to the NTC for a reissue.
 
(07) How an operating turn is obtained from the Bastian Mawatha bus stand?
 
Should have a valid route permit.
Should submit the route permit book and out the label at the entrance.
If the permit book or the label is impounded by the flying squad the receipt issued by the flying squad should be submitted to prove it. The date given in the inspection report to attend the inquiry should not have been passed.
Should have, obtained the log sheets /entrance card
Should have exhibited the destination blinds issued by the NTC.
Should enter the bus to the bus stand at the time instructed, to enable them to operate the bus on the scheduled time.
Should keep all the documents ready for the inspection at the entrance, to avoid   delay

Details that should be included in a complaint

 
Name of the complainant, address, telephone number, evidence to prove the complaint and whether the complainant is appearing for the inquiry.
The presence of the complainant is very necessary for the inquiry. In the case, the complainant is unable to attend the inquiry he should provide the documentary evidence to prove his complain   not appearing for the inquiry on the due date and time may lead to the inability to prove the charge and get the accused exonerated.
